The 4th VAA Congress: A Great Success
The 4th Vietnamese Association
of Accountants and Auditors (VAA) Congress was held at Opera House, Hanoi on the
16th April of 2009 with the theme “Solidarity, Integration and Development”.
There were 339 delegates at the Congress, representing VAA’s 12000 members, who
were also there to commemorate the 15th anniversary of VAA.
Among the guests attending the
Congress were the leaders from the Financial and Budgetary Committee of Vietnam
National Assembly, the Ministry of Finance, the Vietnam Union of Science &
Technology Associations (VUSTA), VCCI, the representatives of interior and
external occupation associations and ex-leaders of the Ministry of Finance, as
well as former leaders of VAA who had directed and led the accountancy and audit
sector before. The congress was also honored by letters from the Standing
Vice-Prime Minister Nguyen Sinh Hung as well as from Minister of Finance Vu Van
Ninh.
In their letters, Mr Nguyen
Sinh Hung and Vu Van Ninh expressed their support for the achievements and
development of VAA in the recent year and urged VAA to work further in
contributing to the national innovation and development of accountancy and audit
in Vietnam.
The Congress was also attended
by the Deputy Minister of Finance Tran Xuan Ha, Vice Chairman of Central
Committee of Vietnam Union of Science and Technology Associations, Prof. Doc
Nguyen Huu Tang and the Director of ACCA in Asean & Australia, Mr Tay Kay Luan,
who also spoke at the Congress. They spoke of their high appreciation of VAA’s
activities, results and gave the requirements and orientations in the next
tenure in the context of deeply-integrated, open continuing Vietnam economy.
The congress reported on the
activities during the 2004 – 2009 time period as well as the direction to be
taken in the 2009 – 2014 tenure. Among the prominent, effective activities
carried out during the 2004 – 2009 tenure are scientific consultanting, social
feedback on the national, economic and financial policies; training of
chief-accountants, accountants and audit officals; to establish and maintain
diplomatic relations with Accountants and Auditors Associations, expanding of
membership and quality control for accounting practitioner on Ministry Of
Finance assignment.
The congress evaluated the
shortcomings during the previous tenure and discussed potential for better
effiency and distribution for socio – economic development. One of the
shortcomings was the weakness of the professional system in which the concurrent
cadres lacked enthusiasm in taking part in VAA.
The congress discussed the
direction and the tasks in the 4th tenure (2009 – 2014) and decided on the
following goals: Improving quality and raising the position and role of VAA in
the integrational, open market economy.
There was also some discussion
on reviewing the VAA Charter with emphasis on regulations stipulating the
nature, position, name and member agencies of VAA; duties and jurisdictions,
member titles and the role of VAA.
The congress also elected the
central commitee of VAA for the 4th tenure which include he President, Vice -
President, General Secretary and 11 permanent members of the Central Committee
of VAA and 5 people for the Inspection Board. The elected committee members are
